Clock is too fast

I am using Windows 2000 Professional at work at a 911 center. One of the consoles clock is consistantly getting to fast. I have installed an online time update that corrects the time every hour, and every hour it is consistently 3 minutes and 48 seconds fast. Any ideas?
 
I would say you have a bad/incorrect crystal on the motherboard. That
would be a warranty issue.
 
Or just install Atomic Time Sync (ATS) and let it set your clock every few
hours.
