Clock in system tray-24 vs. 12 hr.

Using XP Pro when you sign in you can change the clock in the system tray to
a 24-hour clock (Military). When another user signs in to the same machine,
with at different user id, it goes back to a 12-hour (AM/PM) clock. How do I
get it to use a 24-hour clock for the default for all users? thanks for all
your help!
