Clock getting slow

My stand alone pc is running WindowsXP. It works fine, but not the system clock. Got to learn some of the messages that my battery should be replaced. But still I don't understand why the pc is running, the clock is getting looser and looser. Anyone can confirm to me it is the battery problem or not

If clock losing time when powered off = cmos battery.
If clock loses time when pc is powered on = not the battery.
If this is a dell look on their site for a fix.

You are losing time while the computer is running? it absolutely
is not the battery. It can *not* be the battery, which isn't even
used while the computer is running.. If it's while powered off,
the problem *is* very likely the battery. But if it's while
running, it can *not* be the battery.

If the clock loses time while running, try this:

Open a command prompt window (Start | Run | cmd) and enter the
following commands:

net stop w32time
w32tm /unregister
w32tm /register
net start w32time

If it's a Dell PC, there were problems with the clock when XP was first
released.... Dell had a fix on their website. I hadn't heard of any
problems with Dell PCs with XP with SP1 - the later Dell models.

This problem occurs when the PC is turned ON.

If your clock is losing time when the PC is turned OFF (and NOT specific to
Dell PCs), then the CMOS battery needs replacing. Look in your PC manual
for instructions.

Try this and see if it helps:

1. Start->Run cmd.exe
2. net stop w32time
3. w32tm /unregister [ignore error message]
4. w32tm /unregister
5. w32tm /register
6. net start w32time

Click start---run--type in cmd---click OK
type in net stop w32time hit enter
type in w32tm /unregister hit enter
type in w32tm /register hit enter
type in net start w32time hit enter
type in exit.

Thank you guys. Here is addtional information:
1) It is not the dell. The clock works so fine before. Losing time happened recently.
2) I tried to shut off the pc at 9:16am, then reboot at 9:25am. The new time shows 9:15am.
3) It is losing more during the running. Installed Atomic Clock Sync few
days ago, It loses 1 hours within 3 hours.
