Client / server poor performance

We have a Network database application (NCS Pearson SASI
Version 5.5)we run from our Netware 6SP3 file servers to
Windows 2000 and Windows XP workstations. The Application
often stops responding or becomes very very slow in
responce. The Netware side looks to be running fine, low
cpu usage, file activity, etc. Our Cisco switches do not
see heavy traffic between the WS and Srvr. Has anyone
else had this problem or know of some possible solutions?
