Are you using Windows 2000 Server?

.
Yes it is Windows 2000 Server with SP4.

I have a OU for this server and I have a policy defined
for this but I can't find out how to override the settings
within the Terminal Services Configuration under client
setting has the disable mapping checked and grayed out. I
have the map client drives checked on the RDP Client side.

Windows 2000 doesn't have the ability to map client drives
like you are describing. The option is grayed out because
only Citrix MetaFrame can take advantage of that option,
and considering you probably don't have Citrix, you aren't
going to be able to adjust that check box.

You might want to try TSDropCopy if you need to transfer
files between the server and client.
