Clicking Email address does not open a blank email

This problem is associated with Outlook 2002. My
operating system is Windows XP Home.
PROBLEM: In Outlook 2002, or any other MS Office product,
if I click on an Email address, say, (e-mail address removed), a
blank Email form should appear with (e-mail address removed) in
the To: line. It does not! Instead, I get the Outlook
Today page.

This problem is erratic. Occasionally, I can Restore my
computer to an earler date (using the Restore feature in
Windows XP Help), and it works fine (I.e. I get a blank
Email form with the Email address I clicked on displayed
in the To line). But after a couple of days, it goes
back to displaying the Outlook Today page when I click on
an Email address. I have no clue why this is happening.
Very frustrating.

Open My Computer

Select Tools | Folder Options | File Types

Scroll through the list and select the entry for URL:MailTo Protocol

Select Advanced | Edit

Make sure the following is in the Application used... field:
"C:\PROGRAM FILES\MICROSOFT OFFICE\Office11\OUTLOOK.EXE" -c IPM.Note /m "%1"

**Note - the path to your Outlook.exe file may be different. You need to
verify the correct path to enter on your PC.
