clicking a filename twice to edit it doesn't work

I recently had to get my hard drive replaced. Windows XP Pro with SP2 is the
OS in both cases. But, for the first time since I started using Windows, I
cannot make a filename (or folder name) in My Computer editable by clicking
it, pausing, and then clicking it again.

I can't find anything about this in the Knowledge Base, and I can't find any
setting where I might change this. Of course I can right-click and get to
Rename, or use the File menu, but is there any way to retrieve the
click-twice option? If not, why not?
 
It is only a click once option. Clicking a text label of a selected item.
