Click on URL, "Default email is not properly installed"

When I click on an email-related URL, I have recently been getting the error
message "Default email is not properly installed". I use Outlook 2003, and it
is set as the default in my IE7. I have no problems in using Outlook
currently, on Windows XP. The problem is in the relationship between Outlook
and IE7, so I am not sure which board section to post to. I use Windows Live
Onecare, so I have a Hotmail address, but it is not my default per IE
settings.

Try resetting Outlook as your default mail client in Start>Control Panel>Add
or Remove Programs>Set Program Access and Defaults
