Click and drag problems

On start up I need to activate Task Manager otehrwise I cannot open e-mails,
the Start button just flashes and does not expand, and cannot click and drag
any boxes in Windows.

After Task Manager is activated some of these rectify themselves, but I am
still unable to click and drag any files, or even copy/cut/paste them.

Have looked with variety of tools and cannot find a virus or ad/spy ware.

Has anyone struck this problem before?
