CLI for the feature dial-up internet over a telephone line

I want a remote unmanned PC with a webcam to send pictures to a web server on
a regular basis (three times a day). Internet can only be accessed over the
regular phone service (no ADSL or cell phone access available). XP provides a
GUI for this feature, but if the PC is unmanned...
Does anyone know if XP (or W2000) provides a command-line interface or
similar to be used by my scripts for a temporary internet session over the 56
kbit/s phone line modem?
Maybe alternative ideas?
