Cleanmgr Doesn't Clean in All Profiles

I've run cleanmgr.exe as an Admin on Win2K PC's with
multiple user profiles. Cleanmgr will run and I notice
that many user profiles still have hundreds of temp or
Temporary Internet Files.

PC's with 50-100 user profiles can be and administrative
nightmare when it comes to cleaning out temp files. How
can I make Cleanmgr work to clean throughout all profiles?
