Cleaning Out Temp Files

Hello,

When cleaning out temp files from my system, should I clear both the Temp
folder in Documents and Settings and the one in the Windows folder?

Are there any other temp or other files that should be cleaned out
routinely?

Yes. Some programs will use one, some the other. DO it immediately
after booting with nothing going on.
Are there any other temp or other files that should be cleaned out
routinely?

Temporary Internet files. Control Panel - Internet Options, click the
Delete files button. Also click Settings and review them - the space
allowed may well be enormous. 40 MB or so should be plenty
