clean reinstallation/remove all old files

I attempted twice to reinstall XP on to my computer, and per the setup it
should have deleted all old installations. It did not!!! I do not know the
administrator's password and need to remove all old configurations and set up
files as they are under the previous owner's name. Please help me!!!!

You boot from the CD and do a clean install.
