Clean install with Retail Upgrade version

I have read in a previous post that if you do a Clean install with a retail
upgrade version, it won't activate until you "upgrade itself"?
is this true?

more or less, you install it 2 times, the second time UPGRADE and then enter the license number.

When you install the first time, when it asks for a key, do not enter one
and continue with the install. Install it a second time, but this time enter
the key. You should be able to Format with the second install. The Vista DVD
is the same, be it Upgrade or Full Install. It is the Key that tells the
Installer what to install.

I can't speak for others, but I have done numerous clean installs with
Ultimate upgrade retail. I simply insert the license key during the install
process and then activate online immediately after the install. I have never
had any problems and the install has always worked perfectly, usually taking
15 to 20 minutes. The online activation has always been successful and
immediate.
I have never had to install the OS twice, using the license key during
the second install. I don't know why other people must install twice. But, as
I stated previously, I can't speak for others.

Format won't be available. After the first install, run the Vista Setup from
the Desktop, and perform an Upgrade install. This time, enter your product
key. Once complete, delete the 'windows.old' folder that's created.
