Classic Mode not by Force , but by default

How do i default the Classic Mode for the Start Menu, the
first time a user logs on?

I have seen registry tweaks (Shellstate value in
Software>Micrsoft>Windows>Explorer>Currentversion>).

But that does not default it to be classic. It only
Forces it, leaving the user without an option to revert
back to XP Style.

to Summarize, WHat is the registry tweak to show up
classic Start Menu the first time a user logs in,
alllowing him to then stay with classic or go to XP
style. ???

I use the Classic Start Menu and I dug through my Registry and found these
items.
