Classfactory cannot supply requested class

When I click to go into the user/accounts settings, I get
this prompt. What is it and can I make it go away, and
what does it mean???

Please help,

Run the System File Checker with
SFC /scannow
from Start > Run. This may help.
"PRB: Error Message: ClassFactory Can Not Supply Requested Class"
