Getting ClassFactory error when clicking the "user accounts" icon

Getting the following error when I click on the "User Accounts" icon in the
"control panel".

'ClassFactory cannot Supply Requested Class'

After this error, I cannot set the "Change the way users log on or off" or
set " the "Fast User Switching". I Check the boxes but they do not stay
checked.

Needless to say the system boots right into the desktop without stopping at
the Welcome to Windows screen. System is
clean of viruses and spyware/adware.
