ClassFactory cannot supply requested class

Im using Windows XP. When i try and change the "How users log on and off"
settings i get this error message "
ClassFactory cannot supply requested class

"

That does this mean

Sounds like the result of some 3rd party changes to your system either in
the registry, affecting the users accounts, or a Custom Theme which has
changed system files required by the process. Disable startup programs,
undo any changes you're aware of having made to the registry (specifically
for Administrative issues), and remove any custom themes. A quick way
of accomplishing the above would be to reinstall the latest service pack. :)
