Clasping at straws with this question...(Sorry can't be specific for the subject)

Is there a way of specifying where a window, in the normal state, no
minimized, or maximized from the icon properties, it's x and y, x width an y
width, I have set up a couple of programs, on my desktop, when I open them,
and resize and position, it looks good, but now and again the program
changes it mind as to where it is opening on the screen, is this a windows
thing, or a program thing?

Basically the scenario is, I am using WinVice (c64 emulator), Crimson
Editor, and a shortcut to my source folder, and I would like them all nicely
on the screen, like a programming environment......

Anyone ever had to do this, or can help me on this one, or any tips, etc....

If you want to have two or more items visible, open what's wanted and then
right-click a blank area on the Taskbar. In the pop-up menu, select one of
the two Tile options. All are now visible and equally sized. The sizes can
be adjusted with a mouse drag of the window borders.
