Mar,
You posting of the URL looks like its going to the USA page and often that
will not export the Cipher strength unless you have a US or Canadian IP
address. You might try the UK link for this as I think you would have better
luck.

Sounds like you didn't follow the instructions to boot into DOS mode
(without loading the Windows GUI). You don't say what is your version of
Windows. The instructions for Windows XP say to perform a Repair by booting
off the CD, so you wouldn't be manually renaming or deleting files. So you
must be using a 95-based version of Windows. So boot into DOS mode so
you'll have access to any file. You'll need CD-ROM support (i.e., the
driver loaded in config.sys and mscdex.exe in autoexec.bat) so you can get
at the files on the CD you are using to replace those on your hard drive.

You have already been told that is bullshit. Once again, the export restrictions were lifted (except for a few embargo countries) after a change in legislation back in 2000
