Chip on Canon Ink Cartridges

I was reading that there is a chip on the ink cartridges for the
IP3300. I had just bought on a few days ago, so I pulled the black
tank to look at it. Today the light flashed 15 times. I looked at
the manual and it says I should put in a new black tank. I noted the
light was not shining. I took it out and reseated the tank the light
came on. Then the error light starts going again. The tank is brand
new and it has only printed a few pages. What Can I do to tell the
printer the tank is full.

I don't think there is anything you can do. Some older Canons had a feature in
the Printer Properties in Control Panel that allowed you to tell the printer it
had a new cartridge but I don't think this printer does that although it is
worth looking.
I suggest you call Canon and seek a warranty repair/replacement, you have done
nothing that voids warranty after all.

Call Canon. They will replace it.

I used to work at a Canon repair centre.
AFAIR you should be able to take out the tank and look at it as you did,
without doing any harm.
We did encounter a few faulty tanks of this type that had liquid in them
but had to be replaced as the printer refused to read them as part full.
