Chinese characters

It seems like whenever I click on a microsoft link or on
various news sites it always tries to bring up Chinese
characters. They either are HK or ZH (I'm assuming is
Chinese).

I have no idea why this happens. Has anyone else
experienced this problem?
 
Did you check the Reginal Settings in your Control Panel?
Start, Control Panel, Regional Settings
