My Browser Thinks I'm Chinese

When I load various sites that allow different languages
it tries to load it in Chinese and puts everything in
bizarre looking boxes and t's with dots on it. Often the
site will have an extension of hk or zh. And when I click
on www.msn.com it brings up www.msn.com.hk (obviously the
Hong Kong version of MSN). For some reason IE thinks I'm
Chinese although I know nothing of the language.

Is there a way of fixing this?
 
Assuming your date, time and time zone are correct, How
to check: Control Panel Date & Time Icon check your date,
time and time zone. If anything is wrong change it.
Then check languages. How to check: Internet Options
General Tab, Languages. If anything is wrong change it.

If all these settings are correct, please post back.
