Check Box not able to be edited.

A user can't check any "check boxes" on a Word (2002) document she receives
When she clicks it, it highlights with a frame around it as in putting it in
a mode to resize or move it around

What setting needs to change so she can "check" the box

Note: Her macro level is set for medium
