Is there a way for an user to communicate with another user using a built-in
chat service in Windows 2000, not using an e-mail account, but a computer
name and/or IP address? If so, how can I get it started and is there an
interface or is it integrated with Outlook?

Start--Run--winchat

In order for the remote computer to accept your call, the NetDDE service
must be running on it. But Winchat is the built in chat application in
Windows OSes.

Also, you can use Windows Messenger internally if you have an Exchange 2000
(or higher) server on your network with the Windows Messenger support
installed.

Hello

For short messages, you can use the command:
net send *hostname* "message".

This requires the messenger service to be running.

Hope it helps.
