Characters appear as blocks

I have a user that will go to certain web pages and the
fonts will appear as blocks. Not the entire web page just
certain sections of the page. I think it may relate to a
font that has been selected as the default but I don't
know how to change it.

Menu: View/Encoding. Change the current setting. Try others.

If all fails then he is probably missing the type of font used by the
builder of the page.
Look at the source code and you will see which fonts are being used.
