Character Limit for LegalNoticeText

Does anyone know if there is a character limit for the
HKLM\Software\Microsoft\Windows\CurrentVersion\Policies\System\LegalNoticeText
value.

We have a very long legal notice that is being truncated. The message
does include commas.
