Domain Notice Message

When I join my new install of XP Pro to my NT 4 domain I
get a legal notice that was put in place a long time
ago. As a domain admin I need to change this per our
legal department's request, and I cannot find out where
it is.

I need to figure out where XP is getting this information
from.

Here are the facts:
1) Laptop is XP Pro with all updates

2) Two entries are added to the
HKLM\Software\Microsoft\WindowsNt\CurrentVersion\Winlogon
2a) LegalNoticeText
2b) LegalNoticeCaption

3) My user ID has now login scripts or policies assigned
to it

4) No third party mgt tools installed

5) Security tweaks have been done killing almost all
access, this verified using Retina security scanner

6) Delete the reg entries and it reappears on next logon.
6a) It does not happen when I am away from the office and
using cached credentials.

7) Logging in with a non Domain admin account, but a
domain account that has local admin rights.

8) Security logs show a successful registry change made
by System.

9) No group policies assigned since is a NT 4 domain.

10) No local polices either.

This sounds like System Policy from the NT 4 domain.
On a domain controller run poledit
