Changing User crashes PC

I have two user IDs on my PC and for the past few weeks when changing back
from the second a/c to the first a number of times either

1. the screen goes blank or
2. the PC freezes on 'saving settings'

Any idea why this is happening and how I can fix it?

Not sure if this is a separate problem or related but often if I try to
reboot the PC hangs and won't restart. This never seems to be a problem if
I install a program and it issues the reboot command.

Assistance appreciated.
