Changing the email sending format for messages

I have a client that when he tries to send a email out to any recipient,
outlook will automatically change its format to use Text Format, and if you
set it to HTML or Rich Text format it will send one out that way, but will
not keep the settings for when you go to send another email message out or
when try to reply to another email that come into the inbox???

Is there a file that needs to be deleted so Outlook 2003 can rebuild it ? A
registry hack that can be used to correct this issue?
