Changing the Default Setting when you open a file

Is there a way to change Windows default settings in
the "Open File" Dialogue Box? I'd like it to default
to "All Files" rather than searching first for the type
of file specfic to the program I'm opening.

This is governed by the program in question, since it tells the Common
Dialog control, what file types to look for.
