Changing startup options according to the hardware profile

Is it possible to specify which programs are loaded by the registry RUN
entries or STARTUP folder shortcuts according to which hardware profile is
in use? I have Docked and Undocked hardware profiles on my laptop (the
undocked disables the network card and is used by my backup software to
disable network backup routines). What I would like to do is disable the
loading of all of the software that is related to internet operation such as
the my firewall, the USB modem interface, ISP usage meter etc. The was a
programme distributed by Norton for Win 98 that could do this but they
discontinued it and it wasn't around for long (it was excellent and did
exactly this).
