Changing POP3 & SMTP Servers in MS Outlook 2003 problem

I am trying to change my POP3 & SMTP Servers in Outlook 2003. This should not
be difficult according to the directions. But when I look for E-mail
Accounts until the TOOLS menu (fully expanded), it is not there. I can not
find anywhere to add anything to the TOOLS menu. I would like to get off of
my Netscape email and onto Outlook, but I can't unless I can change my email
servers.

Bzzt, wrong, but thanks for playing. The OP said "Outlook 2003". Your
advice applies to Outlook 2007.

Use the Mail applet in Control Panel to create a mail profile and define
your accounts there. See this:
