If you are logged in as a user, Ctrl + Alt + Delete,
Click to expand...
select change password.

If setting up, goto control panel and select Users
 
Start
Run
CMD
Enter

C:\>net user joe thePassword

That will set "thePassword" to be the password for an already-existing user
named Joe.
 
Click on the desktop, press F1, click on Index, type in the word
PASSWORD. click on the word changing. Follow instructions given.
