changing mail format

I recently got a new PC with Windows XP, Outlook 2003. I use Word as my
editor, and I create all messages in HTML format. However, if I receive a
message that is sent in plain or rich text, I cannot locate where I can
change it to HTML format (as I could with my last version of Outlook).
Suggestions?
 
Open the message. Choose Edit | Edit Message (if it's plain text), then
Format | HTML.
 
Do you know of a global setting, rather than the need change each individual
email to HTML? Thanks.
 
There is no such global setting.
