Changing Login Account Identities?

How can I change the account names that are use when you first boot up
a computer? I currently have 2 accounts and would like to:

a.) change their names
b.) make one of the accounts used by friends so they can surf the web,
but not have access to install software

Users applet in Control Panel ( Classic View, not Category ). Change an
account, Rename. On the other you would want to again Change account
and make it a "Limited User" privilege. Use change Account type.
*Renaming a account does not rename the profile storage folder found
under Documents and Settings only the name appearing on the Welcome
screen ( if it is enabled ).
