how do i change document text from english to russian ?

Case scene 1 :-
Someone sends an e-mail in Russian, the e-mail is saved to documents folder
in Russian text. The text is then taken from the folder as a new document,
the text is in Russian how do I change it so it reads in English and saved in
document folder as English ?

Case 2
Someone send a letter typed in French to postal box. The letter is then put
through the scanner and saved as a new document before saving to a folder how
do I change the typed text from French to English then save the document ?

In both cases how do I do likewise changing from English to French/Russian ?
