changing file types

How do I change from a *.bin file type to a *.avi file type? I tried to
rename it but all it does is do a *.avi.bin.

I have win xp
 
yes there is a cue file with the bin
is nero or isobuster what i need to extract from binary to svcd?
What program works best for this?
 
i use nero , but most others will do , in nero close the wizzard and new
compilation windows , the just go file>burn image and point to the cue file
, then burn ;-)
