Changing File Options Globally

I want all my files displayed as Name, Date Modified, size, for all files on
my machine. When I go to file options in the control panel, it does not give
me the last two attributes, and when I try to use the customize options of
all files, it doesn't. When I go to a regular directory in my computer, I
make the arrangement in view, and mark that all subfolders should follow this
one, but it doesn't work for the lower subfolders, and does not touch all the
other folders. is there a way to do this?

Make sure you have Windows Explorer in Details view.
Right click the name of any column and add the columns you want.
