changing email language

Suggest you ask the people who are sending you email to write you in
English rather than Japanese.

There isn't any built-in translator in Windows XP (or any other
operating system that I know of). You'll need either third-party
software or a live translation service. You can check out Google's
Babelfish translator, but I don't know if it will do a language that
uses a different alphabet.

Although there are language settings on your
PC /operating system, these are used to determine how
your keyboard operates and the language that windows /
messages / wizards etc are displayed. They do not offer a
translation service in the sense that you require.
There may be some specialist software that can (I don't
know)but otherwise, the only option, as Rob says, is to
ask them to write to you in English or learn Japanese
yourself! - Sorry!
