changes at window Start menu

I have windows xp service pack 2 installed on my laptop...some how I
dont see the "Shutdown" icon at Start...it only shows logoff...asl
"Run" has disapeared from Windows start menu. Also when i press Ctrl
+Alt+Del its says Task manager is disabled by the Administrator. I am
the only user on my laptop with one user login account which is shown
as administrator. How do i get back my normal window functioning?

For XP Pro :
1) Start / Run / gpedit.msc
2) Under User Configuration, expand "Administrative Templates" then click
on "Start Menu and Taskbar"
3) Right side, double click "Remove and prevent access to the Shutdown
command" and set to Not Configured or Disabled.
4) Double click "Remove Run menu from Start Menu" and set to Not Configured
or Disabled.
5) Left side, Expand "System", click on "Ctrl+Del+Alt options".
6) Double click "Remove Task Manager" and set to Not Configured or Disabled.

For both XP Home/Pro :
1) Start / Run / regedit.exe
2) Expand
"HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies"
3) From left side, delete "Explorer" key and "System" key.
