Change windows XP pro operating system language

Can anyone help me. I am a British expat living in Spain. I have just
bought a new PC and all the menu's, popups etc are in Spanish. Is it
possible to change the base language from Spanish to English?
 
Yes! By reinstalling from an English version of the CD.

Only by buying a full English version and doing a clean install of it.
The language of menus and dialogs in inbuilt
