Change wallpaper from command line

Does exist a way to change wallpaper from command line ? It depends on
Explorer.exe or on a dll ?

I forgot to ask why on earth you would want to do this?

Some problem with changing your background the normal way?

Right click Desktop | Properties | Desktop tab

I'm tryn to wirte a small java app that changes the wallpaper every 30 seconds.
