Wallpaper won't change.

I've searched the forum for anything to do with wallpaper problems, but
none seem to be similar to my problem.

I've tried enabling/disabling my desktop. (i'd also like to know an
easier around this - i thought it was possible to do it through Display
properties but it doesn't appear i can).

I'm confident that my computer is free of any infection.

I'm running windows xp.

My problem is that for a wallpaper to take effect, i have to log off or
restart. The wallpaper does change, but the new wallpaper lies
'underneath' the old wallpaper.

Please help.

I used to be able to change my wallpaper and see the effects without
having to restart my computer or log off and log back in (i am the
admin and i have a guest account up).

The computer appears to 'work' when i click OK or apply to change the
wallpaper, but no change is seen. Once i log off or restart the
computer, the new wallpaper has been applied. If i want to change it
again, i have to repeat the process.
Simply clicking refresh on the desktop does not solve this.
