Change User is not working

Change user is not working. When press Windows + L the screen comes XP blue
and a big hourglass. There is no way to get out from that position, so I need
to shut off the computer. Can anybody help?
 
I mean toggle user or something that way. I don't know the english terms.
 
What software was installed or updated JUST prior to the problem starting.
 
Something is running, and preventing this. Perhaps anti-malware software?
