Change The way a file opens

When I try to open a jpeg it opens with a browser, I
wanted it to open with imaging. I go to the choose
program list and open, but the box to check for always use
this program to open a jpeg is greyed out. I have went in
as administrator and put in install mode and that still
doesn't work. Does anyone know how to change the open
with for good.
