Open jpegs with Photoshop CS3

I can not get the "Open with" function to allow me to select "Photoshop CS3"
as a valid program to open jpeg or gif files with. I choose Open with, choose
program, and select the Photoshop application from my system, but I can not
get it to appear in the list of available programs.

The "open with" function works fine with PSD and tif formats, Any
suggestions? Most of my bitmap files are jpeg and I really miss being able to
open bitmapped images directly into Photoshop.
