Using outlook 2007.
Composing HTML email. I go to Format Text -> Paragraph.
Select "Dont add space between paragraphs of same style". Click on the
"Default ..." button and select YES when prompt "do you want this change to
affect all new documents based on the NORMAL template?"
Unfortunatelly this checkbox ("dont add space") is not selected on new
emails!!

Bug of feature?
Is there a way to force this checkbox on emails?

I think you have a MS Word issue as the Normal template is in Word. Try a
Word newsgroup.

I hope this helps you at least a little bit!

The template that Outlook uses for mail is NormalEmail.dotx not Normal.dotx. You can open it and edit it directly in Word.

I think the default font/paragraph formats get overruled by Outlook setting
the Font chosen in Tools > Options > Mail Format. At least that's been my
experience when I've tried to set paragraph formatting by editing
email.dot/NormalEmail.dotx.

But if you manage to get it working then please post back on what worked! ;o)

So where does this supposed template exist? On the local PC or on the server?
Our Outlook is networked.

I'm having the same problem. I change Normal.dot and separate Word docs work
fine, but the email edited with Word does not. The style "Normal" in the
email keeps the old setting, and does not change.

I changed EMAIL.DOT, and that didn't help either
