I rebuilt my system and "Windows Picture and Fax Viewer" is now the
image preview command in the windows explorer context menu. I don't like it.

How do I switch it back to using "Microsoft Office Picture Manager"?
This is the preview program the system was using before I rebuilt.

Both programs are available on the system and working ok, just want to
switch the preview in the windows explorer shell context menu for image
files.

open up windows explorer, click tools, folder options, file type, and change
the file association.

This is just for the Open verb I believe. Open is still photoshop as it
should be. I want the Preview verb to be "Microsoft Office Picture Manager".

This is just for the "Open" verb. "Open" is still photoshop on my system

be open in "Microsoft Office Picture Manager". I still don't have a
solution.

I looked at this article before I posted here. This is a tough set of
instructions, very terse and incomplete, almost experimental in nature.
I couldn't even find the key mentioned in my registry. You have to
reverse engineer windows practically to find what an application might
be called and where all the keys are. I'm a windows programmer and I
said forget this...
