Change IP address when not an administrator

I have a requirement to allow users to change their IP address to allow them
to connect to other networks but I do not want to give them administrator
rights on their computer. Is there a way of changing the user rights to
allow non administrators to change the IP address on the local lan connection?

Can't you build them a route to the other network?
 
No, the network's they need to connect to vary as they are various customer
plc control system networks
